What is a Pre-Purchase Survey?

A pre-purchase survey is a detailed inspection carried out by a qualified engineer or surveyor for a house purchase. Often referred to as an engineers report or a structural survey, whatever name it is called, all refer to the same thing. It is a survey that assesses the condition of a property before a sale is completed. Whether you’re a homebuyer, investor, or developer, a survey is a critical step in the decision-making process and is often required by solicitors and lenders.

A prepurchase survey for house buyers is designed to identify hidden defects. These defects range from structural concerns to dampness, insulation issues and more, all of which could lead to costly repairs. Without a proper survey, buyers may be left with unexpected expenses or safety concerns after moving in.

A pre-purchase survey ensures that the buyer has an in-depth understanding of the condition of the home they are purchasing and helps make sure that they aren’t hit with costly unexpected repairs after purchase. In short, skipping a homebuyer’s survey is a risk no buyer should take.

Who Can Conduct a Structural Survey?

Certified structural inspectors

A structural survey must be carried out by a qualified professional. In Ireland, only a certified structural inspector or engineer with experience in structural engineering should conduct a structural engineer survey, which is also often referred to as a prepurchase survey. They have the technical knowledge to perform detailed property inspections, identifying potential issues that could compromise safety or the long-term value of the property.

While general property inspections or property surveys can be performed by building surveyors, any in-depth structural survey should always be entrusted to a structural engineer. Their specialised skills ensure that your property inspection is accurate and thorough.

What’s Included in a Pre-Purchase Survey?

A prepurchase inspection is a comprehensive visual assessment of a property’s condition, carried out before committing to a purchase. The inspection begins on the exterior of the property where the following features are visually assessed

Exterior Inspection

  • The roof is carefully checked for loose or missing tiles or slates, signs of water ingress, and general wear.
  • Chimneys are reviewed for stability, cracking, and proper flashing.
  • Fascias, soffits, and gutters are examined for decay, blockages, and effective drainage.
  • External walls are inspected for cracks, leaning, bulging, or damp penetration.
  • The condition of render, brickwork, or stone cladding is also assessed.
  • If visible, the foundations are checked for signs of settlement, subsidence, or heave.
  • All windows and doors are tested for proper operation, frame condition, and signs of water ingress.

Even though it is often referred to as a structural survey, the inspection covers more than just the house and also covers external grounds including driveways, patios, paths, boundary walls, fencing, gates, retaining walls, and any outbuildings, such as garages or garden sheds.

Interior Inspection

    • Floors are checked for unevenness, movement, creaking, rot, damp, or previous patch repairs.
    • Walls and ceilings are reviewed for cracks (minor and structural), bulging, staining, mould, and water damage.
    • The condition and fit of internal doors, frames, skirting boards, architraves, and built-in units are all included.

The inspection goes beyond a surface level walk through and includes hard to reach places.

    • The attic or roof space is inspected where access is possible. This includes a check on insulation, the roof structure, timber condition, ventilation, and signs of pests, leaks, or condensation.
    • Any felt lining, vapour barrier, or roof support is assessed if possible.
    • Any lofts, crawlspaces, or underfloor voids that are accessible are reviewed for ventilation, water damage, and insulation condition.

Special attention is paid to the kitchens and bathrooms due to the plumbing, electric and ventilation systems found there.

    Kitchens

    • Appliances are checked for secure fixing, signs of wear or damage, water staining, and general layout.
    • Pipework under sinks and visible plumbing are reviewed for leaks or poor connections.
    • Fireplaces, stoves, and flues are also reviewed for general condition and any signs of structural issues.

    Bathrooms

    • Thoroughly examined for cracked tiles, worn sealant, mould, ventilation, and signs of leaks or damp.
    • Toilets, baths, showers, and basins are checked for stability, water pressure, drainage, and staining beneath fittings.
    • Extractor fans are inspected to ensure proper airflow and reduce the risk of condensation.

The inspector also carries out a visual check on electrical fittings, heating systems, plumbing, radiators, and any visible gas components. While these aren’t tested in a full technical sense, any clear issues or signs of wear are noted.

A prepurchase inspection is an essential step in making an informed decision about a property. BCE Consulting ensures that no part of your potential home is overlooked before you buy.

What You Can Expect From an Engineers Report

When you book a prepurchase inspection with BCE Consulting, you’ll receive a professional engineer’s report that’s clear, comprehensive, and easy to understand. This detailed document outlines the condition of the property following the thorough structural survey explained above. An engineers report from BCE Consulting gives you the confidence to make informed decisions before finalising your purchase.

    The engineer’s report includes:

    • A full written summary of the inspection, covering both the structural and non-structural aspects of the property.
    • High-resolution photographs to visually highlight key issues, such as cracks, damp, or wear and tear, with annotations where needed.
    • Clear, actionable insights on any defects found, along with advice on whether repairs are urgent, cosmetic, or may require future monitoring.
    • A summary of key findings and recommendations, designed to give you a quick overview of the property’s condition at a glance.

This report is not just for your own reference. It’s a valuable document that you can share with your bank or lender, as many financial institutions require an engineer’s report before approving a mortgage. It can also be used as a tool if you need to renegotiate the price of the sale, particularly if significant structural issues or hidden defects are uncovered during the inspection.

The report is written in plain, accessible language, making it easy for you—and anyone else involved in the process—to understand the condition of the home. Whether you’re a first-time buyer or a seasoned investor, having a clear, professional engineer’s report from BCE Consulting ensures transparency, peace of mind, and a stronger position during the buying process.

Our pre-purchase report will give you all the information you need to make an informed purchase. The typical cost of a home survey is small compared to the potential cost of undiscovered issues.

    Frequently Asked Questions

What’s the difference between a structural survey, a prepurchase survey and an engineers report?

All of these names refer to the same thing and are used to describe the in-depth report buyers commission to assess a property before purchase. We understand that the terminology can be confusing but a house survey, a prepurchase survey, a housebuyers survey and an engineers report are all the same thing.

What’s the difference between a pre-purchase survey and a valuation?

A valuation simply estimates a property’s market value. A prepurchase survey is a comprehensive condition report conducted by an engineer that contains information about the house, from plumbing and heating to structural integrity and internal dampness. It can bring light to both minor and major issues in a home, which could require costly repairs.

Should a survey be done before or after an offer?

We recommend commissioning your home buyers report as soon as your offer is accepted, subject to survey. Your survey will give you all the information you need to decide whether or not to go ahead with the purchase.

Is it worth paying for a pre-purchase survey?

Absolutely. The cost of a survey is minimal compared to the potential cost of structural repairs or defects missed without one. In addition, solicitors and lending institutions may require a survey to proceed with the purchase.

    Can I attend the survey?

Yes, clients are welcome to attend the inspection or receive a full debrief afterwards.

How long does it take to receive the report?

We typically deliver the full engineer report within 5–10 working days of inspection. Get in contact with our team today to discuss the earliest time we could perform a survey on the home you are considering purchasing.

What happens if major defects are found?

Should any major defects be found, you will receive a clear explanation of the risks, repair estimates, and advice on whether to proceed, renegotiate, or withdraw from the sale.

Where do you offer pre-purchase surveys?

We serve Cork and surrounding areas. Get in contact with our team if you are interested in a prepurchase survey for a property in Charleville, Mallow, Cork City and suburbs, Skibbereen, Macroom and throughout Cork County. Please contact us to confirm availability in your location.
