What is a Fire Safety Certificate?

A Fire Safety Certificate (FSC) is a certification issued by the local building authority certifying that a building complies with the requirements of Part B of the Second Schedule to the Building Regulations 1997, which relates to fire safety. Essentially, it ensures that a building meets all fire safety standards and is safe for use or habitation. 

Applying for a fire safety certificate is one of the first steps in the building or renovating process as works should not commence before a cert has been issued. Carrying out works without a fire safety certificate leaves you at risk of prosecution under Building Control Legislation.  

This certificate is a mandatory requirement for all new constructions except for private dwellings. It is also required for renovations, extensions, or other works on buildings such as day centres, buildings containing flats, hotels, hostels or guest buildings, institutional buildings, places of assembly, or shopping centres.

The Fire Safety Certificate Application Process

Can I start building work before my Fire Safety Certificate is granted?

No, you cannot begin construction on a building that requires a FSC before the certificate has been issued. Doing so could result in enforcement action or significant delays later in the process. 

What types of buildings require a Fire Safety Certificate?

Fire Safety Certificates are required for: 

  • Commercial buildings

  • Hotels, pubs, restaurants

Private houses (single dwellings) generally do not require an FSC, unless they are part of a larger development or have a commercial component.

Do Fire Safety Certificates expire or need to be renewed?

No, Fire Safety Certificates do not expire as long as the building is constructed in accordance with the plans submitted. However, if there are significant changes to the building after the certificate is issued, you may need to submit a Revised Fire Safety Certificate. BCE is available to assist you with this process. Does a house or private dwelling require a Fire Safety Certificate?

Generally, no. Single domestic dwellings such as houses do not require a Fire Safety Certificate. However, if the house is part of a larger development like a housing estate or mixed-use scheme, the overall development may require one. 

How much does a Fire Safety Certificate cost?

The statutory fee for a Fire Safety Certificate application is based on the floor area of the building. As of 2025, the standard fee is €2.90 per square metre, with a minimum fee of €125.
